Dr. Brian Leung
Lead International Specialist
Dr. Brian Leung serves as Lead International Specialist for the US Global Change Research Program and has a background is an Environmental Neuroscience and Science Diplomacy. In this role, he manages the International Activities Interagency Working Group (IAIWG) and is the liaison for other USGCRP international partners. Additionally, Brian also implements the international activities mandate set forth by in the Global Change Research Act of 1990. While most of his work consists of coordinating the international research and capacity building efforts among agencies, he also manages the Enhancing Capacity for Climate Risk Assessment and Catalyzing Partnerships to Inform Decisions in Latin America and the Caribbean Program, or more simply, LACI. LACI’s overarching vision is to provide opportunities for partnerships between Caribbean, Latin American, and North American countries to enhance capacity for climate risk and vulnerability assessments that would support local and regional decision-making in response to climate change impacts.
Prior to USGCRP, Brian spent his time at the National Science Foundation, Directorate for Geosciences within the Division for Research, Innovation, Synergies, and Education, working on International Programs as an AAAS Science and Technology Policy Fellow. In that role, he supported the climate research through the development of funding calls and research workshops. He managed a funding program for Climate Environment and Health and spent most of his supporting an intergovernmental organization, the Belmont Forum. Furthermore, as a Belmont Forum Secretariat, he helps coordinate international funding organizations and develop training programs for Low- and Middle-Income countries. Additionally, he is an Inter-American Institute for Global Change Research (IAI) Science and Technology Policy Fellow where he helps support the Science Diplomacy Center to provide training opportunities for policy makers for 19 countries within the Americas.
Brian earned his Ph.D. in Neuroscience from the University of Southern California and a Bachelor of Science in Chemistry and Biology at Drexel University. Outside of his professional life, Brian is a Yoga Instructor and an aspiring British Bake-Off Contestant.
